Surely you can replicate most of that without a direct database copy. Set up a server with a single account, subscribe to every community, and let federation load overwhelm your server. You’ll lack history, but that shouldn’t matter too much I think.
You can even take the federated posts and actions and replicate them to a disconnected mirror server for performance analysis.

Did that, takes lots of time to wait for the content to come in… and there is no backfill. Plus I suspect that the oldest servers (online for several years) have some migration/upgrade related data that isn’t being accounted for.
