It’s not going to be the outlet.
Make sure you’re using a single jack in the adapter that supports the maximum 45W at which the Steam Deck can charge. My Imuto 65W compact wall charger works well, and is small enough to fit in the back recess of my stock case.
DO NOT cheap out on your cables. Not only does yours probably not support the power you’re trying to deliver, but it’ll probably fail quickly. I have found success with my 2m UGREEN 60W right angle cable.

What he means is that these multi-device chargers can’t supply the power they say to everything all at once. Additionally, many of them have specific ports that supply different wattages when more than one port is used, and some even have ports that just don’t supply as much power as others.
Yours specifically has these quirks, as you can see here. So ensure you’re always using the port farthest away from the USB-A connector when charging your steam deck.

The cable from your main post is probably fine - cheapest, shitty cables won’t have e-marker chips (yours says it has one).
The issue is most likely with the port on the charger, like the other guy said. You should test all type-C ports, because sometimes the manufacturer lies and only one of them actually provides full power.

A lot of the time, what these “multi-port” chargers do is they have one port hooked up to the fancy multi-voltage converter, and then all the other ports are ganged up to one 5v converter. Doing anything fancier would cost just as much as two power supplies. If two beefier-than-a-phone-charger power supplies is what you want, there isn’t really a better solution than buying two separate power supplies.
That cable is rated properly for your use, though the one from your OP is also properly rated, and very broadly the stuff you get from Amazon from a reputable brand is going to be fine. The dock is probably fine, as well.
The monitor shouldn’t affect anything regarding charging, as long as you pay attention to the ports you use, as detailed in my other comment.
